The War Minister made a statement that the garrisons in North China had decided upon punitive measures in selfdefence against Chinese troops. The War Office decided to take corresponding measures. Reports from Tientsin state . that Japanese troops, assisted by military ’planes, almost wiped out a force of 800 Chinese at Tungchow, who resisted an attempt to disarm them.
