THE BOARD'S SUGGESTIONS.

, Official.—The Mail-power Board heard ovideneo on behalf of the Admiralty, 'the Array Council, and Ministry of | Munitions, which proved that fresh ] supplies of mat lor tho armies and munition factories were urgently needed. The board uvg©9 the tribunals not to extend the' periods of exemptions,of which there aro 400,000 cases, and to expedite the hearing of applications for exemption, of which there aro 200,000. ; '•;.. ■ • , - Regarding 1 the, dilution of labour,'the' board requests the Board of Trade and Mr 'Arthur Henderson to confer'with employers and trade union leaders'in order to extend the system of dilution, freeing skilled mon engaged iv private, work' for the munition factories. Much of the labour now engaged in private work must be diverted to Government production or released for the army.
