Dr yon Bethmann-Hollweg, in reviewing Italy's intervention in the wax, remarked that the thumb-screw had boon used, by England with King Emanuot with recklessness. Against

In aiscussing the intervention of lloumanin, Dr yon Bethmann-Hollweg declared that the lato King Carol, at the outset of the war,. was altogether in favour, in accordance with treaties, of joining Austria and Germany, but he was overruled, and died from the shock of consciousness that Roumania was a- traitor to tho Central Powers. Dr v(sn Bethmann-Hollweg accused M. Bratianoj after the fall of Lemberg, of entering without his Sovereign's knowledge into a treaty of neutrality with Russia. Ho insinuated that M. Bnitiano intrigued last August with tho Entente to secure territory at Serbia's ultimate expense. King Ferdinand, almost up to the time of Rou--1 mania's intervention, gave Germany binding assurances .as to Roumania's neutrality, and, in reply to Germany's warnings, declined to believe that M. Bratiano: .was binding himself to the 1 Entente, . .
