CONFIDENCE IN DOBRUDJA
SITUATION.

Mr Bouchier, writing on September 21, reports that there is far greater confidence in the Dobrudja situation, considerable reinforcements having greatly strengthened the positions. It is improbable that the Bulgars will materially increase their force in the Dobrudja. ,
