LONDON, September 18. The maiden speech in Dublin of Mr H. E. Duke, the new Under-Secretary for Ireland, produced an excellent effect. He indicated that the Government would assist tho municipality in rebuilding the slum areas and rehousing 31,000 families at a cost pf" £3,500,000, as the social conditions in Dub]/n had fostered Sinn Feinism. Ireland's revenue' had risen from £11,000,000 to £18..000,000 during the war, and instead of Ireland costing the Exchequer £2,000,000 a year, she was now contributing £5,300,000 yearly for war purposes.
