(Received September 18/8.55 a.m.) WASHINGTON,^ September 17. Count Beriistorff.lias informed the State Department that in view of the fact tKat Belgium was trying to arrange a loan from American bankers, offering as security the Belgian State railways, Germany would consider such loan nul] and void during the German occupation of Belgium unless Germany's consent was secured. TMe State Department, which has no \ details of such loan, says it recognises j Geipian rule in Belgium and' Germany's de j facto authority, with temporary powers, ;
