Home, February 7. In retaliation for the action of France in fortifying Biserta, the seaport of Tunis, the Italian Govern men t are adding to the fortifications of Messina, and completing the fortifications of other seaports in Sicily. A question was asked on the subject in the Chamber of Deputies, but the Minister assured members that there was no cause for alarm because of the steps the Government were taking.
