London, February 7. At a meeting of the Colonial Institute on the 14th inst., Professor Wallace will read a paper, in which he will contend that freezing only absorbs a portion of the surplus stock, and he will suggest that the hind-quarters of mutton be converted into hams by the sweet curing process, limiting the amount of salt. He expresses the opinion that the trade "would be certain to develope a market. NEW ZEALAND DEBENTURES. Mr Perceval, replying to some statements which have appeared in the English press, says that New Zealand is not pledged to guarantee debentures HARBOR CONSTRUCTION. A syndicate to construct harbours in New Zealand and Western Australia is being floated, and in the meantime an engineer is being despatched to these colonies to obtain concessions from the respective Governments
