[Pkb Press Association.] London, December 14. A feeling is gaining ground that Sir Henry Parkes will succeed with his federation proposals. Melbourne, December 14 Mr D. Gillies, Premier of Victoria, has had a personal interview with the Premiers of South Australia, Tasmania, snd Queensland with reference to the scheme of federation for defence purposes. Tbe result is that he has promised to work out the details of a scheme which it is hoped will be acceptable to all the colonies,
