London, November 22. The English Coastwise Shipping Companies threaten to work their vessels at the Colonial wharves unless the demands of the dock men cease. 1 The men threaten if this be done to block the loadiog and unloading of Colonial vessels, though the mail steamers will not be affected. The £>ockers Uoion is organising a board of t vbitration m connection with questions of labor. The Dock Companies are favorably disposed towards the proposed" JBoard.
