TO THE SUITOR. Siß.—ln tha " Guardian " the other evening you Inaerted an ex'r*ot of an article by Me Golden Smith on the above question. Me Smith exprejses the view that it ia impossible to orry out th& pnvlaloua nf a prohibitory liquor law. What has he to nay as to the fact thf-t saoh a law is carried out In several of the Statea In America, where It haa been emcted, and with undoubted betefit to the comuinnlty. Iq Kansas Sfcato where pohlbltloa is In ao'ive oDera'ion thore Is ono penitentiary with 996 Inmates. In Texas whora a Moense law operas, there are 100,000 leas Inhabitants, and yet th*y have to maintain two penitentiaries with 3000 Inmates. Has prohibition I nothing to do with this fact? Let the taxpayers consider whether it would not be better to have prohibition and a small expenditure on gaols than to have a few thousands from lioensa feea, and an enormous expenditure on gaols and polloe ai a consequence.
