Wellington 1 , August 12. THE FINANCIAL DEBATE,

The first financial debate of the session practically commenced this evening, for a' though there was a speech from Mr Moss on Friday Light it was only of an apologetic character, the member for Parcell, like the Premier, reserving his effort for a later period In the debate, for it Is whispered that another amendment will be moved, advocating the substitution of a land and income tax, wbloh would glvo the mover of the first amendment another chance to speak. Mr Ballance led off this evenlrg and epokc for an hour and a half. The leader of the Opposition waa not heard to the tntne advantage as on many pravions ocaaßiona. The greater part of Mr Bailanoe.B speech was directed to the qirstlona of Immigration, Labor and Village Settlements, acd the Land Question generally, and waa a reiteration of the well known views of the Minister of L>nda. Mr Sauudera followed In a dismal spesob, m whioh he undertook to show that the colony was on the high road to ruin, and he was speaking at the copper adjournment. One of his main contentions waa that If half the money spent on polltloal railways had been spent on the development cf a good coal harbor muoh prosperity wr>nld have reeultfd to <he colony, and It this had been lone at Greymouth the little village of Oobden would to-day' have been the olty of Newcastle of New Zealand.
