July 12. 1$ the Housp of Lords today, the Bill providing for responsible Government for Western Australia, passed the second reading, In speaking on the Bill, Lord Knutsford said that until the colonies adopted a uniformity of govern* ment, there was little chance of federation being accepted. Eeferring to the Bill m question, he said there was no fear that the granting of responsible government would exclude emigrants. The Bill would materially assist m- securing the prosperity of the colony! The Jbarl of .Derby said that it was evident that {south Australia would be unable to permanently govern the Northern Territory, and the Colonial Office, he thought, must, before any distant date, decide the question whether the northern coapt of Australia ought nqt to be divided into separate autonomous colonies. Eeferring particularly to Western Australia, the Earl of Derby deolared no oolonial measure had ever reoeived more unanimous support from all parts than the' Enabling Bill, which provided for reGJppxj--BiWe goyefow^ far Wep^rn Au^rftlit,
