The Conference will to day finally consider the protocol providing for the Government of Samoa on the Arranged basis of triple control, Great Britain to be recognised as arbitrator m any dispute which might true as to the administration of the Government. The Commission which will sit at Apia will decide cases of disputed ownership of land. Great Britain will have the chief influence m the selection of the officer to be invested with judicial authority. Washington, May 22.
