Count Herbert Bismarck and Admiral Kraval will probably attend the Bamoan Conference on May 1. Consul Sewell is appointed disbursing officer to the Conference by -America., but he will really act as prompter. The " Kolnißche Zeitung " states that the presence at the Conference of Mr Bates lessens the chance of an amicable settlement, Telegrams from Washington indicate tfrat the United States Commissioners are directed to insist on absolute autonomy for Samoa under a Native government. The Berlin reporter of the " Daily News" asserts that Lord Salisbury refused to allow Australia to send delegates to the Conference,
