FEDERATION.

Lord Knutsford, m replying to Lord Stratheden's motion, affirming the good effect of tbe Colonial Conference m 1887, said that Imperial federation was a difficult and delicate question. There must be a full inquiry into the wishes and interests of the colonies before the idea of holding a conference on the subject could be entertained. The Imperial Government, he assured the House, was willing to consider any scheme the colonies might submit giving them a more direct share m the Council of the empire. It was unnecessary and inconvenient to convene a Colonial Conference for some time, especially as there were no burning questions to discuss. He advocated uniform laws m tbe colonies, particularly on points approved of by the Imperial Conference.
