COLONIAL LOANS.
Mr Westgartb, the financier, read a paper at the Colonial Institute, advocating that, m future, the colonies should issue three per cent loans. He blamed Mr Burns, ex-Treasurer of New South Wales, for issuing that colony's last loan with irregular dates for the payment of interest, which he considers depreciates the value of stock.
