THE SAMOAN QUESTION

London, March 17.
It is thought here that Germany will not allow the Samoan Conference to dictate to her with reference to her treatment of Mataafa. In Washington the opinion obtains that the delegates to the Conference will disagree unless Germany is willing to concede the autonomy of Samoa. Mr Geo Bates, one of the delegates for the United States, is known to hold strong anti-German views on the Samoan question.
