(Pan Paras Association.) Washington, Maroh 4. A sensational scene ocourred m the Senate this evening. Senator Reddleberg vigorously attacked the Speaker, and after repeated offensive expressions, which he had been ordered to withdraw, the Speaker instructed officers of the Chamber to arrest him. Beddloberg made a violent resistance and was removed with great difficulty. Tho Senator was drank. Mr Halstead, editor of the " Cincinnati Commercial," has been appointed American Minister to Paris. Washington, Maroh 5. Mr Whitlaw Reid, editor of the " New York Tribune," will probably succeed Mr Edward J. Phelps as Amerioan Minister m London. Bkblin, March 6. The German Press regard President Harrison's inaugural message as arrogant and unfriendly m tone.
