Senator Reddleberg vigorously attacked the Speaker, and after repeated offensive expressions, which he had been ordered to withdraw, the Speaker instructed officers of the Chamber to arrest him. Beddloberg made a violent resistance and was removed with great difficulty. Tho Senator was drank. Mr Halstead, editor of the " Cincinnati Commercial," has been appointed American Minister to Paris. Washington, Maroh 5. Mr Whitlaw Reid, editor of the " New York Tribune," will probably succeed Mr Edward J. Phelps as Amerioan Minister m London. Bkblin, March 6.
