Lobdon, February 26

In the House of Commons Mr A. J, Balfour, Chief Secretary for Ireland, stated that the agitators m Ireland had redoubled their efforts m inciting the people to refuse payment of rent, etc., because crime was fast decreasing. Farms which had been boycotted were now re-let and trade and railway traffic were improving. Mr Balfour stated that he most distinctly declined to extend any favor to political prisoners, a3 they were more deserving of punishment than those whom they made dupes.

In the House of Commons to-day Mr John Mnrley moved his amendment to the Address m Reply, of which he had previously given notice. In hid amendment Mr Morley urges that conciliatory measures with tegard to Irish affairs should be adopted by the Government.
