OPENING OF THE IMPERIAL PARLIAMENT
FORECAST OF THE QUEEN'S SPEECH. [by electric telegraph— copyright, [per press association.}
(Received February 22, 1 30 p.m.) London, February 21. The following is a forecast of the speech to be delivered by the Queen on the occasion of the opening of Parliament. The speech, will set forth that a large extension of the defences of the Empire is necessary, owing to the great increase m the armaments of Foreign Powers, Foreign relations are uniformly friendly, and the colonies and India are m a prosperous condition. Local Government to Scotland is promised, similar to the system of local government being set on foot m England. It is stated that the condition of Ireland has improved, and that its prosperity is increasing. Assistance for the construction of railways and for drainage is promised. The ratification of the Sugar Bounties Convention is asked.
