Washington, February 2. In replying to the protests of Mr T. F. Bayard, the United States Secretary of State, against the Qerman action m Samoa, Prince Bismarck replies that he has directed that foreign residents m the island shall be exempt from martial law, and he has ordered the German Consul to withdraw his demand for the administration of the island. The Senate have had the matter under consideration, and have unanimously instructed the Foreign Relations Con> mittee to report on the best measures to be adopted to protect American interests m the group, and m what manner America should discharge its obligation to protect the Samoan Government Jfrom foreign aggression. The question is creating a good deal of excitement m the House of Representatives, and members are prepared, to authorise the President to resort to force to maintain America's interests. The situation is becoming grave, and a serious disturbance is anticipated unless Germany is prepared to open diplomatic negotiations on the basis of the status quo ante. • r
