In the Reichstag, Count Herbert Bismarck said the German East African Company has proved a failure, and it was necessary that the Empire should intervene m carrying out the colonisation scheme m East Africa. With that view Captain Weissman hadjaeen commissioned to act on behalf of Germany. Prince Bismarck said Germany would only pursue a colonial policy which was m accord with England, an old historical ally, and the greatest colonising power m the world. In carrying out their policy Germany and England were advancing hand m hand, so far as affected Samoa and Zanzibar. Personally, he was opposed to adding fresh colonies, but the locomotive of empire had chosen a track which it was now impossible to impede, and he disapproved of any delay, The "Times" expresses a doubt whether England has approved the German action m Samoa, but merely abstained from making any official protest.
