(Per Press Association.) I Rome, December 23 Signot Crispi is remodelling his Cabinet. Belgrade, December 25. The Badicals have thanked King Milan for framing a new constitution. The situation is improving. Vienna, Deo mbnr 25. The " North Wiener Tagblatt " states that King Milan, of Hervia, has drafted a Bill providing for his abdication m favor of his son Prince ' Alexander, and that he will ask the National Assembly to pass the Bill if his Cone titut ion scheme should be rejected.
