Napier, Deoember 10. At the annual meeting o'the Charitable Aid Board to-day , the accounts showed a teduotion of expenditure by nearly one-half and the Board with ample fands m band. Tbii was mainly atcribed to the iutroduotfon of the labor test to all who sought •dmiuioa to the refuge, and to Btriet tupervliion over outdoor relief, especially m the dlreotion of making well to-do relatives maintain their pauper relations.
