[PER PUEBB ASSOCIATION.] London, November 15. It is reported that a second Papal Rescript has been addressed to the Irish Bißhops, denouncing boscotting and the plan of campaign. The report, however, is not yet confirmed. Lord (Salisbury, m the course of his reply to the Noncomformist Union's address, ridiculed the idea that the autonomy of Ireland would pave the way for Imperial federation. Tho latter was an unmeaning term, seeing that its aim and modo of working had never been defined. London, Novnmber 16. Mr W . H, Bmith stated m tho House of Common's that five millions would bo needed for the extension of Lord Ashbourno's Act. Mr Gladstone proposes as an alternative to deal with arrears on the same basis as tho Scotch crofter b were treated by tho Act of 1886. Tho League at Woxford has voted Mr John Barry, MP. for Wcjford and Mr John E. Redmond, member for Woxford North, £300 each annually. It is believed that Mr Jasper Pyne committed suicido. London, November 17. Mr A. J. Balfour, Chief Hccretary for Ireland, addressed a meeting at Leeds this eyening, and reviewed at length Mr Gladstone's remarks at Birmingham on the present administration of affairs m Ireland. Bpeaking first as to Mr Gladstone's attack on Irish officials, Mr Balfour explained that many of tho appointments had been made by the Gladstone Government. The speaker characterised the ex-Promier's utterances as shameful, and said a more scandalous speech had never been made by a gentleman who was acknowledged to bo a great statesman. In many instances, Mr Balfour contended, Mr Gladstono had wilfully suppressed facts, and had attributed to the present Government crimes which ho had committed himself.
