EUROPEAN SITUATION.

The " Slandard " says that when the new movements of the Russian troops on the Austrian frontier are completed, the former will much exceed the total strength of the army sustained by Austria m the time of peace. The St. Petersburg press, however, declares that Russia is not increasing her frontier forces, but on the oiher hand they have been largely reduced, Vienna, November 15. The Emperor of Austria refuses to meet the Czir unless Ruisian troops are withdrawn from the frontier. Romb, November 17 The Italian Defence Commission recommended that Naples and Palermo should be fortified, and that torpedo stations should be established a Rome and at Sardinian md Sicilian harbors. Steps should also be taken to augment the existing army and naval armaments. The Russian Minister at Rome has assured the Vatican that m future Russia will support its claim m opposition to the aggression of the Quirinal. The assurances has given offence to the Italian Government.
