THE BLACK SEA FLEET.
An imperial rescript has been addressed by the Czar to the Grand Duke Alexis, High Admiral of Russia, m which he says he is rejoiced to observe the progress of formation of the Black Sea fleet, by which a considerable extension of Russian trade will be secured. The rescript further declares, that the fleet will be ready to defend Russia's rights to the Black Sea.
