THE SACKVILLE-WEST DIFFICULTY.
[per press association.] London, October SO. Sir L. Sackville West has offered to resign his post at Washington. i| Washington, October 30. # Itjs reported that Mr Bayard, Secretary of State, was much irritated with Sir L. Sackville West some time ago, believing that he deceived him during a conference on Samoan affairs, respecting England's attitude with regard to tha group. (Received November 1, 12 50 p.m. London, October 31. By direction of President Cleveland, Secretary Bayard has officially informed Sir Sackville West that he is no longer acceptable to the Government of the United States as British Minister at Washington. It is understood this step has been taken m consequence of Lord Salisbury's attention having been called to the action of the Minister without result.
