My information leads me to believe that it has been determined that Mr Maxwell, the present General Manager of Railways, is to be the Chief Commissioner, with Mr O'Connor, at present Undersecretary of the Fablio Works Department, as one of the Conr-mlsalouers. The third appointment to the Board is likely to be a gimluman outside the Civil Seroeivice. Ministers are, of course, very reticent on the snbjeot, and it is quite impossible to get any hlqt fmm them.
