(PEB PRBS3 ASSOCIATION,) London, September 18. In an article on the condition of 1 affairs m Samoa, the " Times " accuses J Germany of treating ex-King Malietoa shabbily, aud asserts that the policy pursued by Prince Bismarck m respect to Samoa is only calculated to keep the natives m a continual state of ferment, whilst not only is his policy prejudical to the trade and development of the . country, but it is also a violation of international rights and existing treaties.
