THE "SWEATING" SYSTEM.

The British Trades Congress, now holding its annual session, urges the exclusion of foreigners from Great Britain, who are unable to prove they are capable of earning a livelihood. This resolution is aimed at the "Sweating " system, the evils of which have been so forcibly brought forward lately. The Congress negatived a proposition m favor of the eight hours' system.
