Bbklin, July 21, Prince Bismarck has informed M. Schouvaloff that while he favors upholding treaty rights with regard to the Bulgarian question, and also while prepared to concede to Russia the right to control Bulgarian affairs, he considered that the continued presence of Prince Ferdinand was a cause of irritation and a violation of tho Berlin Treaty.
Bomb, July 21. The Italian Government have sent a note to the French Government, claiming Masßowah as an Italian possession. Greece {sic) is now levying taxes at Massowab, which is contrary to the agreement previously arranged.
