Mr Macarthur moved that the House go into Committee on the i Hospitals and Charitable Institutions Bill, Mr Rhodes and Mr Peroeval took exception to the measure as being really a Locil bill , ■ .. ■ The Fpeakor said that, m bii. opinion. the Bill affecting more than one locality should be regarded as a general"' Bill', Mr Perceval moved as an amendment that the Bill be referred to the tooal Billb Uommittee In order to ascertain their opinion. • ■ • ; c Sir John Hall strongly opposed the Bill, and deprecated all such attempts to 'tear the Aot to pieces. Considerable diecuseion followed, ia the course of which it was plainly intimated that ihe Bill would be stonewalled. Attention was sever? l times called to the state of the Houee, and the bell had to be rung to obtain a quorum On one oocasion Mr J. McKensie carried Dr Fitchett bodily into the' chamber and held him there till the requisite number was rieola'rtjd tp be present. A$ the supper adjournment Mr Jones, who had, been speaking for an b,our and a quarter, was still ja 'poseasion of the floor. On resuming, Mr Jones finished his speech, and Mr O'Oonor $t XI p m. called attention to the presence of strangers m the House, saying that as members were making an exhibition of themselves he thought they abound not punish the servants of the House and keep th» Hansird reporters at work taking down a debate which no one wanted to s»a published, On a division the motion was carried by 27 to 18 and the galleries were oleared.
