PARLIAMENTARY NOTES.
4 (From oub own Correspondent.) Wellington, Jane 26 I The Waste Lands Committee to-day had under consideration the Fair Bent and PriuQ of Land BUI m whloh some important modifications were made on the motion of Mr J. B, Whyte. The following resolutions were agreed to-(l) Taat the Bill ahould only apply to Crown lands ; (2) That it should only apply to those tenants who have taken up Crown landfl before the lat of January, 1888; (3) That all applications for relief under it should be made within twelve months of the BUI oomlng Into operation ; (4) And that dealings under it should be limited to once for eaoh property. The Bill waa then altered to give effect to these resolutiona. On the motion of Mr Smith an addition was made to clause 14 ad follows. "Provided that] where tenants have a right to purohase the upset price shall be fixed at 20 ye»ra purchase of the revised rent." During the last few months large ventures m the direotlon of sending horses to India have been undertaken m the aolotiy, and to prooure al) available information on the subject, Mr Lawry is enquiring from the Minister of Lands if he will lay on the table of the House all papera or correspondent relative to the breeding of horses suitable for the Indian market. If there are any papers available Mr Lowry wishes the Minister to submit them to the Stook Committee with a view if deemed desirable of obtaining fuller information and a detailed report on the breeding of light aotlva horses. The " Skinflint " Committee intend to propose that all native schools be placed under Education Boards, instead of general government. Only £50,000 has been expended on pubiio works during the last 3 months. It 13 now. conaidered settled that when the appointment to the vaoant Judgeship is made, Judge Ward will be seleoted. Dr Fitohett is desirous of having the prices printed on railway tickets, and that ticketß may be procured at other places than railway stations. It is expected that the session will last about six weeks longer. The three-wire cable whioh was broken a few months ago is expeoted to be m working order m a week or so. Mr Levestam desires a geological examination and raport upon certain deposits of Bilrer ore aald to exist m the Osv en and Wangapeka districts. The deliberations on the Tariff were resumed this afternoon, and virtually tbe proposals may be said to have been oarried through m toto. An amendment by Mr Withy on ihe item, Machinery, to exempt machinery the right to maaafaotuce whioh m the oolony cannot be obtained, was lost by 45 to 32, but subsequently the same gentleman was anoooßsfal by 42 to 35 m exempting eleotrio light machinery and appliances. Several other slight amendments were made and eventually progress waa reported, and the House went Into Committee of Ways and Means for the purpose of introducing items which had baen held over. A motion by Mr McKonzle to add " ootton piece goods" to the free list, waa lost by 41 to 25. Mr Perceval made an effort to have the item " rock bait " reconsidered, but after discussion ho wished to withdraw his motion. Permission, however, was refnsedp and the motion was negatived by fifty six to twenty-six. The House then went Into Committee on the BUI and a new olanse exempting machinery ordered prior to 30th May was agreed to. A number of other items were raised or amended, and the whole of the evening was occupied with the consideration of the matter. Virtually the new Tariff may be considered complete.. The Government proposals have been agreed to almost wlthcut exception. The' third reading of the Customs Duties Bill will come on to-morrow evening, and it is anticipated that some effort will be made by tbe Opposition to finally protest against the tariff., So far as Government are concerned it ja understood they have abandoned the idea of calling on their supporters after the Tariff is disposed of, m order to ascertain their intentions. Ministers, I believe, have come to the ooncluaion that nogoodreso.lt would accrue from saoh a step, and they will therefore go straight forward with their policy measures, leaving the House to do what it pleases with them ; only, of ooure^, if any vital measure should be rejeoted Ministers will "donslder their position." The Opposition proper will help the Government through finally with the Bill, and nobody oan say what will be the posltlou. Thojja behind the scenes predict the early defeat of the Government, and reconstruction of the Ministry.
