The House resumed at 7.30 p.m. EDUOATIONAL FRANCHISE BILL. Major Steward's Educational Franchise Bill waa read a third time and passed. LICENSING COMMITTEES ELEOIIOK BILL. Major Steward moved the eeoond reading of the Licensing Committees Election Bill. He urged that the time bad come when these elections should be triennal instead of annual. Local bodies would save £20,000 every two years by the alteration of the looal option polls. The elections were to be held simultaneously the same machinery sufficing for both. Considerable [debate ensued, moat of. the temperance advocates opposing the measure. Amongst the opponents were Measrs Hodgklnson, Hobbs, Fulton, Burcon, Whitby, Lawry, Sir George Grey, Monk and Seddon. Those who supported the second reading were Sir J. I Hall, Dr Fltchett, Meaero Jones, Perceval. Walker, Kerr, Bruce, O'Connor, Moat, Menteath, and lioevea (2). . On a division the second reading was oarrled by 44 to 28. LAND FOR SETTLEMENT BILL, Sir George Grey moved the second reading of the Land for Settlement Bill. It was before the House last session, and provided the means by which every family In the colony might obtain a homestead and Battle on tbo land which would become their own property. Tbe inability to do bo had driven many people from the colony. Th.o aeoond reading was agreed |to on the voioes, RIVER BOARDS BILL. The Mioi3ter of Landa moved the second reading of the River Boards A.ct Amendment BUI remedying a technloal defect m the original Act. IN COMMITTEE, The following Billa were paaaed through Oommlttee .—Naval and Military Forces Discipline Bill, Administration Bill, Penalties jroJC^'J and Romlgs-on Bill, Tfje Justice of the Peace Aot Amendment Bill was taket^ In committee. Mr flutohlejod mo^edio ln^eri a clause enabling a husband or wife to give e7idonca In indictable offences and progress was reported to allow this to be considered. BILL PASSED.
