Sydney, May 15. The new rules and revised Standing Orders will shortly be submitted to Parliament. The new rules principally relate to Parliamentary procedure, and some are expected to give rise to animated discussions. Those relating to the suppression of disorder are understood to be of a drastic character, and if stringently enforced will effectually prevent the recurrence of scenes which have lately been so prevalent. In the House this evening, Sir Henry Parkes drew the attention of the House to a libel on the House perpetrated by Mr O'Sullivan during the discussion on the Land Bill m Committee last week. The words he complained of were unparliamentary, and imputed charges of corruption and bribery against members. The Speaker, however, ruled that the Premier wag out of order, owing to the lapse of time since the offence was committed. Sir Henry thereupon intimated that he would take other steps m the matter m order to vindicate the honor of the House. The Freetrade candidate for the Central Cumberland seat was not supported by the Freetrade Association. The Divorce Extension Bill, which was recently vetoed by the Imperial Government, was again read a second ' time this evening by 32 to 18. Mr J. C. Wild, who has charge of the measure, said that it had been approved by Justices Dorley, Higginbotham, and Sir J. Harrison, Chief Judge of the London Divorce Court, and that it was on the same lines as the Bill introduced by Sir Alfred Stephen.
