Goblet, Minister of Foreign Affairs, states that the French Eastern fleet is off Yokohama merely for the purpose of inspection and manceuYering. London, May 7. The symptoms m ' Eastern Europe show that final preparations are being made for a deadly struggle, and that the slightest incident would precipitate war.
