The circular issued by the Pope to the Irish Bishops states tbat the question of whether retaining rents and boy- j cotting was permitted, was referred to the congregation of Cardinals, but decided m the negative. The Bishops were directed prudently and effectually to exhort the clergy and laity not to , transgress Christian charity whilst I striving to remedy the distressed condition of the people. Archbishop Walsh has been summoned to Rome.
