LORD WOLSELEY ON DEFENCE
Sir John Pender was banquetted last night. Earl Derby presided, and in proposing the toast of the evening reviewed at some length Sir John's services and sacrifices in the cause of telegraphy. Lord Wolseley, replying to the toast of the Army and Navy, spoke in condemnation of Ministers being compelled, for party purposes, to curtail the imperative necessary expenditure for the maintenance of proper efficiency in the Army and Navy.
