Berlin, April 8. The difference between Prince Bismarck and the Emperor over the betrothal of Prince Alexander to Princess i Victoria is the absorbing topic m England and on the Continent. The Emperor and the members of the Government are at variance on the mattai', and it is believed the latter wish to test the strength of tho Emperor. The Empress is incurring disfavor, owiDg to her hostility to Prince Bismarck, and is generally blamed for inducing the Emperor to force on the match.
