St. Prteksbubg, April 7. The Russian Government, it is understood, are willing to undertake not to use I coercion m the settlement of Bulgarian affairs, but, on the other hand, are anxious for a speedy settlement of the present matters m dispute, and will overlook past actions. The Government will agree to leave the people of Bulgaria free to elect any Prince to the Throne who is not a Catholic, and are willing to treat with any party direct or through the Porte.
