THE FRENCH CRISIS

Paris, April 4,
M. Floquet has announced his programme to the Chamber of Deputies. He appeals to the Republican parly to establish voluntary discipline. Reform m the constitution, he states, demands calm reflection, and he asks that he should obtain permission to take steps m that direction when a favorable opportunity presents itself. He promises an immediate settlement of the relations existing between Church and State, and the revision of the financial and military laws.
M. Loubert, Minister of Public Works, disagrees with the proposal for the reform ot the constitution, and has withdrawn from the Cabinet, M. Ferionlat Monkland replaces him.
The Paris Press and moderate Republicans generally disapprove of the programme announced by M. Floquet.
M. Meline and M. Clemenceau obtained an equal number of votes for the Presidency of the Chamber, but the former has been chosen on the ground of seniority.
Pahis, April 6. The new French Ministry is generally distrusted.
