Mr Gladstone, who ia hifhly versed m all questions of royal procedure, ia understood to hold that a Select Committee ehould be at once appointed to consider recommendations to Parliament with regard to what he has termed secondary provision for members of the Royal Family, and the Government has accepted this policy m principle, it ia not likely that Parliament will consent to make provision for the younger members of the Royal Family other than the children of the Prince of Wales, or that even this will be done without prospective reference to the next settlement of the Civil Lißt,
