London, March 20. Under Mr Ritchie's Bill the plan of government for the city of London is as yet incomplete. The second reading of the measure is fixed for April iatb_ London, March 22. The Conservative Press generally condemns Mr Ritchie's Local Government Extension Bill. Lord Hartington, speaking at Carlisle, said that tha Local Government Extension Bill introduced by Mr Ritchie was the largest and most liberal measure ever proposed m the House ot Commons.
