Lord Rosebery, m a speech on the reform of the Lords, said the House was becoming unwieldly, and that sixty-five new Peers had been created within the last seven years, He made a proposition that all Peers who might be excluded from the" House should be eligible for the Commons.

m the House of Lords Lord Rosebery, m speaking to his motion for the appointment of a Committee to report on the reform of }he House of Lords, advocated that only royal Peers be entitled to a hereditary seat m the Chamber ; and that the English, Scottish, and Irish Peers should collectively delegate a certain number. The minority principle should be recognised, and the remainder be elected. Agents of the larger colonies should have seats if it were desired, and the Lords and Commons should sit together m cases of dispute.
