SECRET SERVICE BILL.
Paris, February 21
The Secret Service B;ll contrary to general expectations passed the second reading m the Chamber of Deputies last evening. The majority m favor of the second reading of the Bill was, however, a very narrow one, and only secured after a threat from the Premier M. Tirard that the Government would resign if the Bill was negatived.
