THE EUROPEAN SITUATION.
In the course of a speech m the House of Lords, the Marquis of Salisbury said a Conference of the Powers on the Bulgarian question was unnecessary, that diplomacy should suffice to bring about a settlement of the question. Lord Salisbury, said . further, that it would be a disgrace toj Europe if war resulted over such a question.
