Bor*rd had escipod payments for whioh they were legally liable. It waa no part of hia duty to criticise the reaaonß which had lnduoed the action of the Council or the Board, but only to require that the accounts be kept m aocordauoa with the law. The Harbor Board hae bad several th •aaanda out of the Borough funds, bat it hae hitherto been treated as a floating liability.
