FURTHER ALLIANCES.
EXODUS FROM THE GERMAN FRONTIER,
(Received January 20, 8 p.m.) Berlin, February 18. It is believed m official circles that the prospects of war are worse. A number of German residents on the frontier are now leaving for the inland towns. It is reported that Prince Bismarck has arranged an alliance with Belgium, Holland, and Spain. As one of the terms of the agreement with Spain it is believed that the latter Power will occupy part of Morocco without hindrance on the part of Germany m the event of a European war. Paris, February 18 In the event of war the French troops will cross the frontier at Basil, m Switzerland. The French Government offered to protect Swiss netrality, but the Government of the Confederacy replied that on the outbreak of war the Landsturm would occupy the line of the Jura Mountains, and will only accept assistance if necessary.

The Roumanian Parliament opened to-day. In his address to the Senate King Charles advised the strengthening of the Roumanian forces m view of the present European outlook. Bkbun, February 20. It is denied m this city that Germany has made overtures to Switzerland,
